Developmental Services

Carbon Monroe Pike Mental Health-Developmental Services (CMP MH/DS) coordinates services and supports for individuals with Intellectual Disabilities and their families through a network of contracted providers,  The focus of services is to assist individuals to live and participate in our community. CMP MH/DS partners with providers, supports coordinators, families and advocates to monitor and oversee the quality of services provided. As CMP MH/DS is the Administrative Entity (AE) for the state’s Office of Developmental Programs (ODP) and the PA Department of Human Services (DHS), the department performs operational and administrative oversight on behalf of ODP and DHS. Some of the responsibilities of the AE include verifying eligibility for intellectual disability services; Level of Care (LOC) evaluations; oversight and monitoring of service providers; and reviewing, approval and authorization of Individual Service Plans for all individuals registered with us.

The Pennsylvania Office of Developmental Disabilities is a bureau within the Department of Human Services. They are responsible for the establishment of policy and regulations which govern the intellectual disability community program. They also are the primary source of funding for the county Developmental Disabilities program. We encourage you to visit their webpage (select Services for Pennsylvanians with Disabilities) to learn more about this important state office.

To start the process of enrolling with Carbon Monroe Pike Mental Health-Developmental Services, please contact our Intake Coordinator at 570-420-1900 ext.3462.

To be eligible for developmental services, an individual must have one or more of the diagnoses listed below. To determine eligibility for services and supports through our office, the intake coordinator will request the following documentation based on the individual’s diagnosis.

Registering a child with the Office of Developmental Programs will allow them to receive Targeted Support Management (TSM), which is a valuable service that assists individuals with creating a vision of how they want to live an everyday life now and in the future. It includes planning for how to achieve that vision. TSM also helps individuals gain access to needed medical, social, educational and other services. The purpose of TSM is to promote an individual’s right to an everyday life utilizing Person Centered Planning and Self-Determination principles.

Please note, registration with our office does not guarantee services and supports. Access to services and supports, with the exception of Supports Coordination, depends on the availability of funds.
